Alright so Grave and I have discussed and this is the result. The technique is going to be split into two separate versions.

Space – Time: Genjutsu: Jigoku Tsukiyomi (God of the Moon Hell)
A place where one is kept as either punishment, or for training. Another dimension created where the time is accelerated. The time in this portal goes by ten years a day, making the person age. The space is infinite, being what the creator of the dimension wants it to be. When finally pulled out of the dimension, the age process reverses. However, the mental AND physical toll is critical and very real. Unlike it's counter part, all things that happen physically here are reversible.

Effect: Target trapped 4 turns with Paralyzed Battle Effect + Mind Gauge -75% + 4 Turns = 40 Years (MAX HP & Nexus Attributes / Years [Rounded Down] = New Max HP & Base Attributes. (Effects last for 2 Days.)
Drawback: Cannot be healed by any kind

Drawback: Cannot be healed by any kind.
Restriction: Can ONLY be used after a KO and taking a prisoner or consensually

By the time his opponent’s form of Susano’o had formed, Hayabusa had already been a fully transformed humanoid version of the Houkou. And it seemed as though the woman, as always thus far, knew all about it. He began to have tunnel vision, looking eyes only on his opponent. She was beginning to excite him; in ways only one has done in battle. But, never at such caliber. If he could come to par with this woman and excite her in the same way, there is absolutely no reason he couldn’t go back home and take his rightful place at reigning Kazekage…
He then began to wonder… where were the Kages? Why weren’t they here defending their people? At least one of two of them?
‘Hmph… that settles it for me…’ he said telepathically, connecting it seems only to his opponent. ‘I won’t die here… I’m about to become the next Kazekage. I have you to thank in pushing that resolve…’ he said. ‘I expected you had to have some kind of extra bit up your sleeve. If we are both to walk away from this alive… I do truly hope to cross paths with you again.’
“Absorb…” he said, as the Crimson gourd strapped at his waist, whilst at close range, absorbed the formed armor cloaking his opponent, diminishing it into nothing. He then extended Nature Chakra into the air surrounding him and his opponent, insensible to the naked eye. For the first time, the humanoid version of him opened its mouth. The humanoid Houkou, encased in Susano’o, held its sword with its upper dominant arms, slashing at her horizontally with high force…

Basically the same as before. What we discussed. IE, negating the use of Suiton within the barrier. So, after the first 3 users that it takes to create this barrier, if a fourth user is added, and he is a user of Suiton, he may negate the use of Suiton within that barrier.
This Sp. Effect isn't something the above summons can use, for they have absolutely no elements. Just so we're clear.

That still needs to be listed in the actual jutsu. Also your summons don't have the specified elements so you need to select them. Won't matter if they use an elemental base jutsu or not. But your jutsu mentions nothing about the summon's elements and how they correspond to the barrier.

Puppet Style-- This seems a bit broken. If your gonna make this kind of thing a style, you need a Limit-- 4 and id suggest activation requires 2 actions cause this is a broken technique. Either that or increase the number of kunai per +1 to roll.

Item is okay for that amount.

Spiritual Nature Funneling-- I am afraid absorbing X amount of Nature Energy, in a single jutsu, it is too strong. nature energy, by default cant be just drawn in on the fly like that without restrictions. As a jutsu to collect it all in one go , probably can't be approved. Also breaks the lore of Nature Energy. (Physical and Spiritual energy is part of human manipulation of chakra. nature is a different field from spiritual energy)

Master Puppet Clone-- For a clone i fear 60% of nexus stats is too high for a clone jutsu, even with the limit. Not without incorperating concepts that give more 'life' to the puppet. Check the different puppet sections in the site rules about different puppet concepts.

Jinchuriki Jutsu-- "Cancels element negating effects on self." Houkou can do that all on his own, so why are you making a jutsu to inflict that same effect on himself?

Beast Bind is an interesting jutsu-- but i worry how you double the effects. THe kind of power you are aiming with-- should to start off with be EXCLUSIVE to the Rinnegan. So you can't use it without it active. I'd make that a requirement.

Believe me, I am not trying to stifle your attempts or anything, but I feel I need to follow my judgements on these. You are more than free to double check with Grave and Omni. (and probably should with a few)

Reason with your Nature Energy gathering jutsu is because as i explained before-- lore wise Spiritual Energy should not play a factor in how it influences Nature Energy.  Secondly, Id recommend you use Sage Chakra itself to gather more nature energy. Nature should draw in Nature. A regular jutsu I believe shouldn't have an influence, unless you are using a seal or curse mark.

That said still, X is not gonna fly. IF you want a natural increase to how much nature energy is absorbed per 'stillness' , that can work. Id recommend for this kind of jutsu, gather 40+ extra nature energy next to the 80 you normally gather. However, i cannot allow a seperate jutsu to be used to gather nature energy without more lengthy preparation, or using natural chakra/spiritual energy to manifest it. Also i wouldn't allow this to be used on your clones . The other issue is that stillness is required to draw in nature energy. Your clones can do it sure, but you personally shouldn't be able to.

With your puppet clone, my concern is that it can use all of your same jutsu. We are talking a huge concept here, and I wouldn't allow it to say use your Sharigan or Bijuu powers. You need a limit on what kind of techniques it can perform. It is a puppet after all. Id recommend using puppet affiliated jutsu or something, but bottom line, infinite jutsu use doesn't sound right. 60% stats however, i am more acceptance of.

Houkou-s element negations. Well from my understanding, this is how it works. One who has mastery of X element, is by association able to negate jutsu stemming from that element. With Houkou, naturally, he can negate all 5 basic elements and its connections, because its the freaking 5 tails . However, to disable one's own power of negation, is kind of more difficult. Simply making one Jinchuriki jutsu for it isn't possible because of the fact Houkou has no real power over an enemy's own chakra nature.

If you want to make a jutsu that prevents an enemy from negating your jutsu, sealing are options or reinforcing a said element maybe with another power. However, Houkou being able to restrain and negate the element, used by another person, is not likely to happen. Again check with Omni to be sure. Tailed beast stuff is kind of his authority.

Okay despite conversation of the nature gathering thing-- this is what i advice. You can't juggle an action and do nature at the same time. What i suggest is you give yourself a single amount gain per turn. For example, you use nature chakra to maintain , same with the nature chakra upkeep. But you will gain a set amount at the start of each limit. Like a single 40 Nature energy, or a single 80 per turn. This will allow you to gather the energy, but still do your actions. Still we might need a second opinion on this one.

Yes, your puppet clone is approved. I accept that.

Complete immune to negation is not possible. I would suggest you do this for the effect. "The next jutsu cast after this one cannot be negated." So you gotta pay the chakra cost to reinforce it with your Rinnegan to make it unable to be negated. And bare in mind this will not always apply to world bosses. As for the Sp. effect, i am not sure it can fly without the Rinnegan at all. At most, i would suggest you make it just half half the cost with Rinnegan active. This may need a second opinion as well.

Also I need this to be an A class jutsu at least. Also chakra/stamina cost might be a touch higher.

Your beast bind itself-- i see if everything pans out, you can cast it. I assume now it is possible to do. Sure. Still some issues here. 1, your double effect, does it count for the binding strength as well? That i don't think can fly. The drain is okay however. but 3 posts? so it constantly drains 15%/30% chakra each turn?

1. That cannot be done, for one it takes both physical and spiritual being to absorb the nature energy to keep it balanced within adding. So that is the only thing I can say, now if it was a mokuton possible to have it do something along the lines of taking in Nature Energy as again I have a technique that does the same thing. But not spiritual energy.

2. Don’t see anything wrong with it.

3. The Rinnegan can block the powers of Effects BUT ONLY if its chakra based like technique. For example it would just mean the attack did not make contact because of that. So only Ninjutsu and Genjutsu are canceled and their counterparts. Because they use chakra, however any other kind of effect that is not chakra based no that cannot be negated. So if a weapon causes stun or etc, then it will cause the rinnegan user to take that effect.

4. Dragon Beasts have too many effects on it.
1. Binding STR = Player STR
2. White Phantom Drains 15% MAX Chakra per post
3. Black Phantom Drains 15% MAX Physical Energy
4. Binds for 3 posts MAX

+ Sp. Effect: Phantom’s lifespan extends to following post (second opportunity to bind if misses the first time. Must reroll.)| When Rinnegan Active: Doubles Effects & -15% Nexus Upon Impact for 3 posts (I was given heads up that SP. Effects count towards the Effect count. I would double check with it all to see about that more so.

So I'm okay with it, but are you wanting it to cost Nature Chakra or just Chakra? Seeing how that would effect the outcome of this technique. Otherwise still on hold on that until then.

Technique of Immunity is good because of the fact that it is only negating the fact of the rinnegan's abilities, but drains being halved not so much for because of it again being used with the rinnegan or without. So its really not cutting down on anything as its not really part of the Rinnegan itself.

Phantom Techniques, I See the order at which you are going with them. But again it goes with the rinnegan is it a technique for the rinnegan to use or yourself?

Allow the reviewing to continue and then if Enjin has to further issues with them, I shall go over them once more with any chances and get back with you for sure before the end of the day.

1. I mean, I'll change it to a normal Chakra Drain if you think that's appropriate enough.

3. Ok. I leave it as is minus drains being halved.

4. The Rinnegan Sp. Effects are almost like a version two. Upgrading the technique, as it allows for a more fluent use of Omnyouton while active. That was my thinking behind it.
